Rogers has built a reputation for developing strong defense in recent seasons. Forbes recently credited Rogers with the development of several Clippers centers, including Ivica Zubac.
A former assistant and scout for seven different franchises, Rogers joined the Clippers in 2020 and worked with Billups under head coach Tyronn Lue.
Rogers' NBA playing career spanned 137 games, where he played for the Vancouver Grizzlies, Boston Celtics, Toronto Raptors and Denver Nuggets. He averaged 4.8 points and 3.5 rebounds per game.
Portland hired Billups to replace Terry Stotts on June 28. Stotts went 402-318 with eight playoff appearances in nine seasons with the Blazers.
This is Billups' first head coaching job. He played 17 seasons in the NBA, participating in five All-Star games and being named Finals MVP in 2004.
Billups, 44, spent the 2020-21 campaign as a first-year assistant coach with the Clippers, who advanced to the Western Conference finals for the first time in franchise history.
